separate into decoder and utils packages

separate into [`decoder`](https://git.squel.xyz/squel/steam-manifest/src/commit/5e262a46d676fbadd8ec75a0089af928ec2810a0/decoder/decoder.go#L1) and [`utils`](https://git.squel.xyz/squel/steam-manifest/src/commit/5e262a46d676fbadd8ec75a0089af928ec2810a0/utils/parseSHA.go#L1) packages
again removing most of main.go D:
squel changed title from seperate into decoder & util packages to separate packages 2024-12-03 10:18:39 +00:00 
will be re-imported in the sha1sum implementation
squel merged commit 46674b9e8e into main 2024-12-23 00:39:02 +00:00
